  9. I respectfully appeal for a full and impartial investigation into the fate
  10. of George Victor Salsa, "disappeared" after his arrest in May 1991. There
  11. are reports indicating that he has been detained and isolated in Kuwait
  12. Central Prison and, after torture in Kuwait's military hospital. I urge
  13. you to see that he be impartially tried in court or released.
